The importance of an over-all evaluation of the structural properties of photographic materials which determine the quality of the photographic image is stressed. It is stated that measurement of the resolving capability alone is not sufficient for this purpose; it is necessary to consider other methods of evaluating structural properties and of comparing them. The sensitivity of a photographic material must not be considered separately from its ability to reproduce small image elements or from its information capability.

The system of electrophotography uses the following three basic elements: An electrophotographic plate having a photoconductive surface layer which can be electrically charged, and upon which an electric image can be formed by exposure of the plate to a light image; A means to develop or transform the electric image into a powder image by subjecting the plate to an electrically charged powder dispersed in air; and A means for transferring and fixing this powder image onto a surface suitable for handling and use. It was found that uniform intensity gating of photographic negatives by weak diffused light for 3 to 5 minutes leads to a noticeable increase in the photographic effect, if the exposure was of the order of 0.05-0.01 sec. The effectiveness of the latensification of the image by intensity gating is great in those cases where the photographic materials are developed not to the maximum contrast. However, in the case of observation of artificial satellites of the earth, where the photographic materials were developed almost to maximum contrast, the gain in sensitivity amounts to about 60-80%. The corresponding increase in the limiting stellar magnitude of the observed satellite by magnitudes of 0.5-0.6, has great significance in many cases, since the intensity of the background produced by intensity gating should not go above 0.1, and the coefficient of contrast is hardly reduced. The objective of this program was the characterization and development of photoplastic materials for optical memory storage applications. The mechanism of hologram formation in photoplastic materials was studied. Although the technique of corona charging was evaluated, a new technique of parallel-plane charging was developed and found to be preferable to corona charging. A study of the PVK-TNF photoconductor system revealed the mechanism of photoconduction and indicated that the origin of the latent image is immobilized electrons. Techniques were developed to reduce the latent image to reasonable levels. Four thermoplastics were investigated,including an examination of their bandpass nature,the formation of 'frost,'and the heating process. An evaluation was made of the number of record-erase cycles each material can withstand and causes of degradation were identified. Two materials were capable of over 8000record-erase cycles. The holographic response of photoplastic materials was characterized through measurements of exposure sensitivity,diffraction efficiency,signal-to-noise ratio,and frequency response. In addition,the holographic response was found to be extremely sensitive to the heat input used to develop the photoplastic hologram. (Author)

The ES-38B is a transportable, self-contained photographic darkroom used for processing black and white aerial film. Developing, fixing, washing, and drying of exposed film and paper are accomplished by each of the two eh-29B processing machines. Each EH-29B processor consists of a processing machine, EH-48B, and a temperature control unit, FH-6B. The EH-48B is comprised of four tanks, 5 gallon developing, 5 gallon fixing, 5 gallon hypo clearing and 8 gallon wash water, a drying compartment, pumps for agitation and circulation, solution temperature control devices, and a variable speed film and paper transport mechanism.

The device reproduces images with a resolution of 200 lines/mm through 3 generations at speeds up to 20 fpm for diazo materials and up to 60 fpm for silver halide materials. The equipment handles film sizes from 70 mm through 9-1/2 in. wide by 1,000 ft. long; has automatic exposure control; and has provisions for preventing degradation of the ambient operating environment.

The General Services Administration needs to revise its regulations to clarify that silver recovery is required in all Government photo laboratories. In addition, the heads of civil agencies should take appropriate action to inform laboratory managers of the importance of silver recovery and require internal audits to identify laboratories with poor internal controls and wasteful practices. These actions, along with wider use of the Defense program, would conserve a valuable resource, prevent possible environmental harm, and save millions of dollars.
